RE: Convoke an International Conference to Establish a New Security and Development Architecture for All Nations https://schillerinstitute.nationbuilder.com/convoke_an_international_conference_to_establish_a_new_security_and_development_architecture_for_all_nations

Dear Sir/Madam

The purpose of this letter is to inform Canadian Members of Parliament that there exists a growing international mobilization, including in Canada, of citizens who are very concerned that events in Ukraine may soon worsen dramatically and lead to the use of nuclear weapons for the first time since 1945!

These Canadian citizens expect their government to take immediate pro-active measures to ensure a de-escalation of the conflict in Ukraine and act as an honest broker to help bring about an immediate ceasefire and a diplomatic solution.
A great majority of Canadians, while uninformed about some crucial and determining factors in the conflict, nonetheless are absolutely morally right in hoping that a ceasefire could be achieved, followed in quick succession by negotiations and an eventual peace treaty.

But in order to ensure a true lasting peace, all geopolitical maneuvering should be abandoned, and leading nations must agree to convoke an international conference to negotiate a new security and development architecture for all nations based on the principles of the Treaty of Westphalia.

Truth Is the First Casualty in War.

An urgent pre-requisite for organizing a successful peace conference must be to put aside all partisan narratives and look at the conflict with the eyes of the historian and with a reference to an historical precedent in which universal principles were agreed upon that brought about a lasting peace based on comprehensive security and development policies that satisfied the fundamental interests and aspirations of all the parties involved.

1) We must allow the citizenry to have access to such independent, competent analysis, for example, as that provided recently to President Biden in a Memo issued on May 1, 2022 by the Veterans Intelligence Professionals for Sanity (VIPS), as reprinted in Antiwar.com: https://www.antiwar.com/blog/2022/05/01/intel-vets-nuclear-weapons-cannot-be-un-invented/

2) A comprehensive chronology/timeline of the historical events leading up to the present conflict must be made available to both politicians and citizens so they do not have to rely on what gets reported or left out of the evening news reporting.

[N.B. The timeline will be made available and published in the next issue of Executive Intelligence Review (EIR) datelined May 20, 2022]

What can be done to prevent the emergence of a Reverse Cuban Missile Crisis?

The need for a competent assessment of the present danger of nuclear warfare:
- What was the content of the joint statement issued by Presidents Biden and Putin in Geneva at their Summit in June 2021 on the issue of nuclear weapons?

- What is world renowned nuclear weapons expert, Theodore Postol, Professor Emeritus, MIT (Physics), Former Science and Policy Adviser for Weapons Technology to the Chief of Naval Operations, presently saying on the possibility of a nuclear exchange between the United States and Russia?

- Russia’s Nuclear Military Doctrine:

May 11, 2022 (EIRNS)—In an interview today with RIA Novosti, Russia’s Deputy Foreign Minister Alexander Grushko was asked about the likelihood of Russia using nuclear weapons against its enemies. There is an incessant international media bruit to suggest that Russia may be about to use nuclear weapons in Ukraine, and to otherwise make nuclear war “thinkable,” something that is casually discussed by families around the dinner table.

Grushko made it clear that there has been absolutely no change in Russia’s military posture. “We have a military doctrine; everything is written there. It does not give any other interpretation, except for what is there in black and white,” he said.

“Under Russia’s official military deployment principles, the country is allowed to use nuclear weapons when Russia’s enemies are using nuclear weapons or other types of weapons of mass destruction on Russian territories and/or its allies; if Russia receives reliable data on a launch of ballistic missiles attacking its territory or that of Russian allies; if Russia’s critical government or military sites are attacked by the enemy in a way that would undermine nuclear forces response actions; or if the country faces an existential threat through the use of conventional weapons.”

Canada Sending Heavy Weapons to Ukraine Makes Canada Already a Co-Belligerent in the War, and, According to a Constitutional Law Expert, Under International Law, This Gives Vladimir Putin the Right to Take Military Action against the U.S., and [such NATO countries, i.e. also against Canada –ed.]

Schiller Institute International President Helga Zepp-LaRouche wrote, on May 1, the following Appeal to Citizens: Don’t Let Germany Get Drawn into Nuclear War with Russia — Helga Zepp-LaRouche Responds to German Heavy Weapons to Ukraine: https://schillerinstitute.com/blog/2022/05/01/helga-zepp-larouche-responds-to-german-heavy-weapons-to-ukraine/

Here are excerpted paragraphs from Mrs. Zepp-LaRouche’s May 1 text:

…“ Bruce Fein, an American constitutional law expert and former associate Attorney General in the Reagan administration, argues that the U.S. and NATO member countries are already co-belligerents in the war. John B. Henry, the Chairman of the Committee for the Republic, which includes well-known former diplomats and members of government, is of the view that, under international law, this gives Vladimir Putin the right to take military action against the U.S. and those countries [bold characters are by the editor].

…“Rather than pursuing a course of suicide and the end of humanity in a misconceived loyalty to the Alliance, Germany must work for an immediate ceasefire and diplomatic negotiations. Rather than letting ourselves be whipped up into a hatred of Russia (and China) by commissioned war-mongering journalists and gun-toting women, we need to start doing our own thinking again. It is not the policy of détente that has led to the current crisis—it allowed for the peaceful reunification of Germany after all, it is the expansion of NATO five times to the East and the obstinate refusal of the political and military establishment to respond to Putin’s demand for legally binding security guarantees.

We are indeed living through a turning point, but not in the way the “narratives” of mainstream politicians and media would have us believe, rather the attempt to maintain a unipolar world in which only the U.S. and U.K. are in charge, has failed. The majority of nations in the world are in the process of building a world order based on the Five Principles of Peaceful Coexistence, and enabling the economic development of all.

Germany will remain non-sovereign and an occupied country for only as long as we allow it to be so in our minds. We must work now for real peace, for a diplomatic solution, and beyond that for a new international security and development architecture that guarantees the survival of humanity.

Become active with us to make that happen!

I concur with Mrs. Zepp-LaRouche’s May 1st assessment and look forward to any response or questions regarding the Convoking of an International Conference to Establish a New Security and Development Architecture for All Nations.
